A great deal of the human trafficking problem actually starts with human smuggling. Smuggling is an act that is supposed to just transport a person from one country to another without going through any of the legal requirements. But once a person gets to that country, often the United States, the person finds that he or she cannot make it on their own and must turn to others for help.
