The video that you saw contains a role play of a 13 year-old who is pregnant and talking to a counselor. Counselors recognize the need to balance the ethical and legal rights of minor clients to make choices, their capacity to give consent or assent to receive services. Counselors also recognize the importance of building a collaborative relationship and parental or familial legal rights and responsibilities to protect these clients and make decisions on their behalf.
