Scenario: You have just started work as the new Human Resources Manager for Acme Manufacturing, a Fortune 1,000 company. The job has been vacant for six months now. You have been wondering about this, especially since reading about employee harassment incidents and fights recently in the news.

The General Manager (GM) calls you into his office the minute you arrive. He shuts the door after saying a quick word of welcome, and begins to tell you about an incident that happened last week that needs your immediate attention. The company’s manufacturing operations runs three shifts of production workers so the plant is operating 24/7. Over the past six months hostilities have arisen between employees on the third and first shifts. What started out as jeering and criticisms by the first shift, claiming they have to clean up the mess and complete all of the work left undone by the third shift, has escalated to physical confrontations and altercations. Although the GM said that aggressive bantering back-and-forth is common for shift workers in manufacturing, he admitted he was worried after seeing a gun on one of the employees last week that was concealed, or so the employee thought, in a shoulder holster under this jacket. The GM said he needs your help. Specifically, he asked that you:

  • Determine and explain the appropriate disciplinary action for the employees involved in this situation and identify motivational alternatives that can help turn the situation around;
  • Draft policies and procedures that could be used in the guidance and performance management of the shift workers; and
  • Develop performance standards for the shift workers, identify appropriate methods of performance appraisal, and develop appropriate training to help get them back on track.

Feeling overwhelmed by the enormity of the situation, you go back to your office and begin devising a plan to help get employee relations back on track, realizing that human resource policies and practices may help avert potentially dangerous situations in the future if implemented correctly.

Write a 8-10 page memo to the GM responding to the three concerns listed above. Be sure to cite any references used in proper APA format.

How might you communicate the needs of vulnerable populations to policy makers who may not share your views about the need for services?

As an effective social worker who deals with policy changes it is important to know your state legislators and policy makers. Emotional appeals are effective when you are trying to influence a behavior or change the opinion of someone (Jones, 2017). When using this strategy, the social worker must be able to present the material for their cause in a manner that elicits an emotion that causes change. The social worker can get on the legislator’s calendar by getting to know the legislator personally and enlisting the support and resources of policy organizations (Jackson-Elmoore, 2005). Once the social worker is scheduled time they can hold conferences, meetings, and workshops for legislative staff and policymakers to appeal to their human side about important issues such as poverty, police brutality and other serious concern brought to them from the voters.

There will most likely be policy makers who do not know about many of the issues that are faced by vulnerable populations. A social workers duty is to uphold the dignity and worth of a person, and to do everything they can to protect and enhance their wellbeing (NASW, 2008). This can include advocacy on behalf of the vulnerable populations to policy makers (Jansson, 2018). One of the most important steps about communicating the needs of vulnerable populations is by collecting data and research (Jansson, 2018). This can be done by visiting local agencies and collecting statistics, or be done by searching for research articles pertaining to the issue. This is necessary to build a case, as not many people will listen and act on a cause without fully understanding the importance or scope of the issue.

Another way of attempting to convince policy makers that services are needed is by bringing the issue to a similar interest group to gain their backing (Northouse, 2018). Interest groups can play an important role in getting policy makers to act by spreading knowledge of the issue to the public, and by getting others interested in the cause. The interest group can also reach many people through the use of media such as print, advertisements, and social media (Jansson, 2018).

Kenny and Norton, owners of TEAM FUN!, a sporting goods manufacturer and retailer, are meeting with Tony, director of human resources, and Edna, compensation and benefits manager, in the DEN, a casual area with a big-screen TV and sodas and munchies on a side table. Kenny flips on the light. “We can meet here for an hour. No one shows up for break before 9 a.m. Did you see the headlines this morning? I finally figured out what ‘postal’ means. Wonder why those guys go nuts and shoot each other?” Norton laughs. “Don’t you remember me, before we started TEAM FUN!? I was angry almost all the time. All the stupid politics. Those ridiculous schedules. Everyone stabbing each other in the back to get ahead.” Kenny frowns. “I almost forgot about you. Say, you don’t think we need to do anything here for violence, do you? We’ve got all those bows and arrows, golf clubs. Even baseball bats could be a weapon.” Tony says, “Violence is the last problem I’d expect to find here. You two have made this place very mellow for employees. You let them take play breaks during the day. Schedules and goals are posted publicly. Teams get rewarded for being teams. Customers write in and thank employees by name. Fun is a requirement of every job. You are nearly as friendly as Southwest Airlines.” Edna comments, “I think the wellness program was a natural. Traditionally, mental illness was considered a biological problem, either inherited or developed due to genetic vulnerability within the individual. This point of view is termed the medical model. The field of mental health has evolved from the traditional model to one incorporating many more people, factors, causes, and types of treatment. Revisit the case of the two Wes Moores discussed in M1: Assignment 2. Then, pretend that you are the prison psychologist who completed the evaluation of the Wes Moore convicted of murder.

  • Gather information about the potential causes of Mr. Moore’s outcome.
