Negotiate and write a Collective Bargaining Agreement.  Attached is a document with sample CBA provisions from the 1199 SEIU CBA.  It is not the complete CBA.

Also attached is a complete CBA between Fiore Industries and Firefighters Local 1, which you may use as a guide.  The complete CBA contains standard provisions which you may use in your CBA or modify as needed.
