It is rather clear from today’s headlines that IF it is possible to find a means of holding East Ukraine and West Ukraine together under a common government, a major state-building task lies ahead to bring the Russian and Ukrainian peoples and halves of this state together in a political process and economy that benefits both parts of the state.

Do you believe that if it comes to that point the United States should join EU countries in committing resources to that state building process? And if it becomes necessary to insert a peacekeeping force in Ukraine to guarantee the stable climate that state-building requires, do you believe that the United States should join other countries in that multinational endeavor?
