PROBLEM STATEMENT AND BACKGROUND

Problem Statement: 1 Page
All research should begin with a problem statement. You want to describe the thing you’re about to study. This should be an observation of some phenomena that exists in the world. It should lead logically to a research question. Describe the event or observations that are the driver of this particular bit of research. You’ll want to identify the purpose of this research. For our purposes, we are doing applied research. That is, we want to solve some problem in the world. What is the problem you want to solve?

Background Information: 4 Pages
Once the problem is identified, you will need to gather background information about it. You will do this by conducting a Literature Review. In the field of Public Administration, the types of literature, and the background you are gathering are slightly different from basic social science research. That is: the salient or relevant information you are looking for is going to be different. Your background should address the following key questions.

  • What are the contributing factors or causes of the problem?
  • Who is impacted by the problem and how are they impacted?
  • Who is responsible for addressing the problem? This is usually some level or branch of government.
  • What policies exist presently that have either positive or negative impacts on the problem?
  • How are those policies funded? Where does the money come

Topic 1: Chapter 9: “Case Study – Performance Review”

The performance review program at Valley Urgent Care was developed some years ago and has generally served the organization well. The supervisors took the responsibility to conduct timely, meaningful reviews very seriously. The review process consisted of ratings on the following skills and competencies:

• Customer service

• Clinical abilities

• Communications with patients and fellow employees

• Attendance

• Work attitude

However, the employees and supervisors have commented that the review process lacked relevance and was in need of updating. They indicated that there were not enough evaluation categories to adequately evaluate the complexity and variety of jobs at Valley Urgent Care. Additional categories that were suggested included computer skills, compliance with HIPAA, willingness to take on additional duties, and leadership.

major EEOC laws related to the recruiting process.

Please answer the following two discussion questions while citing from the sources provided for each discussion question.

Discussion #1:

Discussion One: Review the material presented in the course about how to conduct a job analysis, the various methods for collecting data, and the pros and cons of the various methods. Then, develop a plan to gather data for a job analysis. You will need to a) select the position (a job) to analyze; b) use at least two methods for collecting data; c) collect the data using the methods selected and d) summarize your findings in a short job description and job specification. If you do not have a position in a typical office, retail establishment or production facility you can use, seek out a position from elsewhere. The opportunities could include a server at a restaurant, a service provider in your home, your hair stylist, an sales assistant, the receptionist at your doctor’s office or perhaps your child’s teacher.  Include the following:

1. The position you selected to analyze

2. The methods you selected for gathering data

3. The rationale for why you selected the methods you did

4.  A discussion of your experience in collecting this data

5.  A short sample position description and job specification you were able to design based on the data you gathered.

Be sure to provide the references for the sources of the information you used to inform your analysis including the material provided in the classroom.

Discussion #2:

a) Summarize and explain the major EEOC laws related to the recruiting process. How can recruiters and hiring managers reduce the risk of adverse impact?

b) Discuss three methods of recruiting to obtain a diverse group of applicants and explain why they are effective.

c) Explain the concept of employment at will.  What are the risks and benefits of employment at will doctrine? How is the employment at will doctrine influenced by EEOC laws?

d) Application: Read the Module 2 Case and in-depth scenario 1. Draft a short memo to the founders of HSS to address the issues with the hiring practices. Specifically, address what laws or regulations may apply, organizational risks and discuss suggestions for how the hiring practices at HSS should be modified. You may use a word document if you like or provide your proposal in the content of your response window. (MODULE 2 IS ATTACHED IN THE ATTACHMENTS)

“Techniques and Interventions” and “Countertransference”

Cultural Awareness – Techniques and Interventions

Sue (2010) states, “Do not invalidate the experiential realities of diverse groups in our society. Be aware that privilege and power oftentimes make it difficult to see the perspectives of those who experience discrimination and prejudice in their day-to-day lives” (p. 60).

Consider Thomas and Schwarzbaum (2017) discussion of “Techniques and Interventions” and “Countertransference” in Chapters 13 and 16. Given Sue’s directive, what technique or intervention might you adopt in practice with a Muslim client or community and LBGT client or community? What countertransference issues may you confront in yourself?
