The Jefferson County Sheriff’s Office in Kansas is staff with around
50 people. It is made up of Deputies, Records Clerks, Corrections
Officers, and Administration. The Administration of this organization
are responsible for the Human Resources of the Sheriff’s Office. The
Sheriff, Under Sheriff, and their Executive Assistant handle all Human
Resource issues that arise within the Office. The issues can range from
the hiring and firing of employees, insurance enrollment, insuring the
employees are paid, and their issues as they arise. The Jefferson
County Sheriff’s Office is responsible for the safety of around 1900
citizens, and is located between three major cities. The cities are
Topeka (state capital), Lawrence, and Kansas City. The Sheriffs’ Office
normally handles around 6000 calls for service a year.

Within the Sheriff’s Office there has been some ups and down when it
comes to human resources. Due to low morale at the Sheriff’s Office
there has been a lot of Deputies and Corrections Office that have left
the Office in the past year. This means they Human Resources team has
had to recruit, and hire more officers. While attempting to address the
low morale at the Office. Jefferson County has also changed its time
clock/ payroll management software in the past year. With this new
technology, there is less work on the administration.

The Sheriff’s Office is also faced with different challenges like
addressed by Pynes in this week’s reading. The Office has a large number
of older employees that are extremely close to retirement, and is
feeling the impact of the next generation of officers. It is becoming
hard to find motivative and qualified candidates to feel open positions.
Much like what was discussed this week’s readings with the differences
between the baby boomers, generation x, and millennials (Pynes, 2013).

Introduction

There is a general consensus in the public that terrorism has changed in the last decades. Specifically, just prior to 9/11, there was a change in tactics and motivations behind most of the acts we see today. Before this change, the traditional terrorist had a specific goal in mind and made attacks against, more or less, those impeding their goals. These attacks were implemented to cause destruction of property or personal violence upon those with whom they had the grievance. Since the change, the motivations of terrorists have become much more general in who they consider a target, and much larger in scale, so as to involve even those who do not have a personal stake in the alleged grievances—innocents. On the other hand, there are those that say that the change is not actually due to a change in tactics, but due to a change in reporting and perceptions. We will explore both sides of this debate.

Suppose that as captain of the local police municipality, you are continuing your study into terrorism and the history of the related motives, methods, and desired results. Last week, you submitted your historical framework memo to your chief, and, in doing so, came across an intriguing concept, new terrorism. As you studied the history of terrorism, you began to wonder how, or what, caused this change to come about. As you began to look into the term, new terrorism, you found that there is debate in the scholarly world as to the existence, or at least the extent, of this concept.

Introduction

All of the attention that terrorist acts by Muslim extremists get in the press may lead one to believe that they have a monopoly on the act of terrorism. They do not. In fact, they do not commit anywhere near the majority of terrorist acts in the U.S. In order to fully understand the impact of terrorism upon law enforcement, and to keep from becoming deceived into believing that Muslim extremism is the only problem, it is imperative to investigate these other forms of terrorism.

Return the scenario in which you are the captain of your local police municipality. During a staff meeting this week, some of the other members made offhand comments as to the extent, and media coverage, of religious-based terrorism in the world. They mentioned that it seems that Muslims are the predominate terrorists. Having studied the concept of terrorism thoroughly, you know that while the current attention is on extremists that advocate for Islam, they are neither the spokespersons for all Muslims nor are they the only terrorist threat law enforcement must be prepared for. After you shared this information with the group, to make sure that they do not develop a fear of Muslims in general, the command staff expressed an interest in the terrorist organizations that were not associated with Islam and asked if you would provide them with information for discussion and debate.

From your study of Chapter 4, you see topics of culture-specific and culture-reactive addressed. One dictionary definition of culture-specific
syndrome as “any form of disturbed behavior that is specific to a
certain cultural system and does not conform to Western classification
of diseases” (Edberg, 2013, p. 42). Some might say a culture-specific
syndrome is a disease in a culture. Edberg then goes on to say that as
all humans are cultural; perhaps we ought not think that a few syndromes
are only culture specific. So, he (Edberg) seems to agree with others
(Kirmayer, Hughes) to prefer the term culture-reactive syndrome
vs. culture specific. Anyway, all interesting and what follows in the
subsequent sections of Chapter 4 is the compelling point in this quiz
item.

Let’s just generalize and think on culturally bound syndromes
(specific or reactive). And, assume that most of these
culturally-related conditions are the outcome of unique kinds of social
stressors. Unique social stressors might be gender rules and
requirements, strict social or family obligation systems, specific
patterns of social marginalization and hierarchy,
immigration/acculturation trauma, and any of many others within a
specific culture. You see many syndromes from DSM-IV in Box 4-1 on pgs. 43-45. Fascinating.

Question, You considered from Chapter 6 that across cultures, healing
is practiced in an organized, ritualized form (healing ceremonies,
divination, appointments, etc). In essence, all healing involves some
ritual and theater (think uniforms such as white coats, chanting,
smells, the presence of other community members, the use of implements
and healing tools). We might think of healing as a collective act,
which is true whether a Western biomedical orientation or not. Trusting
that you could step outside your “cultural box” and wonder: is
biomedical healing just pure technology and pure science?
