2) The only people who would have known what the sign was were already Cartoon Network customers.  Without the show or network name or date/time of showing, Cartoon Network had no way to attract new viewers.

IF they had a measurement in place, I’m sure it would not be “send another reminder to our regular viewers that a new show is coming – cost not to exceed $2M” – that goal was already being met with advertising on Cartoon Network.

A solid measurement would have very likely pointed to problem with the ad campaign.
