One of the things this happens is that, as we proceed, the text creates expectations in us that later can be realized, or frustrated, or whatever. In this view, to read literature is to undergo a series of experiences, and just as we can analyze the sequence and structure of things that happen to the protagonist of a text, we can also analyze the sequence and structure of the things happening to ourselves as we read a text.

The Scenario

You and several colleagues at your non-profit are working on a research project focused on the relationship between race and incarceration. As your research progressed, you realized that the U.S. incarcerates far more of its population than any other modern, industrialized nation and that certain racial minorities are incarcerated at much higher rates than their white counterparts.

Your Task

You have been invited to give a short speech on whether incarceration should continue to be our go-to punishment in the U.S. at the upcoming meeting of an advocacy organization for prison reforms.

  1. What percentage of U.S. adults are currently incarcerated? What is their demographic make-up (age, sex, race, class)?

Two areas in this course to effect public personnel management in the
next 10 years are actually already happening and these are: unions and
pensions. The Trump Administration argues that too much official time
is allocated to federal employees for attending union meetings. OPM is
providing metrics showing that the cost of official time is steadily
increasing, which is paid for by the taxpayer (OPM, 2018).

Pensions are turning out to be broken promises that the states are
challenged to keep, especially since there is a threat of the “silver
tsunami” when the baby boomers overwhelm the retirement system
(Phillips, 2012). Some states are so stretched in their budgets that
it’s becoming hard to find budget cuts without compromising their vital
programs such as public safety. Also, federal workers’ benefits are
being proposed as cutbacks which affects them currently (NTEU, 2018).
Reduced pension benefits will be the ripple effect of reduced benefits
from changes being made now, if Congress approves the administration’s
proposals.
