For Project Deliverable 2, you are a newly appointed Security Officer (SO). The Chief Information Security Officer (CISO) has given you sixty days (60) days to deliver a security policy plan to address the organizational growth that the company is anticipating. Note: You may create and / or make all necessary assumptions needed for the completion of this assignment.

Use the Internet to research the process that leads to the identification of security needs in an organization. Also, research an organization with a security policy in place, and review how this organization laid down the foundation for its security policy. Review the business requirements for the security project plan. You will be asked to describe the detailed project including the scope of the project; possible security risks, constraints, and assumptions; integration with other systems and infrastructure; and relevant terms that were used throughout the security project.

Introduction:

Capital punishment, or the death penalty, can be analyzed from three different perspectives: the legal perspective; the philosophical, oral, and ethical perspective; and the analysis of empirical data on deterrence, public opinion, and so on. The constitutionality of the death penalty under the Eighth Amendment continues to be a controversial legal issue. Some members of the court have felt that it is a barbaric punishment that has no place in a civilized society. Interview a special interest group representative or a legislator in your role as a Capella graduate student to gain a deeper understanding of how their office advocates for changes in health care policy. Prepare a 3–5-page interview report addressed to a work supervisor.

Questions to Consider:

Identify a health policy issue and the federal agency that developed the rules for implementation.

  • What process was used to implement the policy?
  • How were the states involved in implementation?
  • Were advocate groups involved in designing the rules and process of implementation? If so, what mechanisms did the groups use to influence the process?

The role of the advocate:

  • What is the role of organization’s mission and membership in determining a policy making agenda?

  • The process used in setting the legislative agenda.
  • The strategies employed to influence the legislative development process.
  • Examples of application of the legislative process in formulating health policy.

Instructions

Step One: Preparation

You are required to come to the interview prepared. Refer to the Interview Preparation document linked in Resources.

  • Media activity: Complete the media activity Vila Health: Advocate Interview before conducting your interview. The media provides a “dry run” through an advocate interview process.
  • Advocate selection: Use the Internet to identify potential real-world candidates related to your selected health policy initiative.
    • Schedule Interview: Identify several potential health care advocates to interview about a proposed health care policy issue and schedule at least one interview.
  • Preparation and prioritization of questions:
    • Select questions from the sample list (found in the Interview Preparation document). Add your own questions as needed.
    • Prioritize your questions in case you run out of time at the interview.
Step Two: The Interview

Follow these steps at the interview:

  • Introduce yourself. In your introduction, provide a brief explanation regarding your role as a learner at Capella University and this interview as part of a course on health policy development.
  • Keep the purpose of this advocate interview in mind. The interview is conducted to identify:
    • The appropriate organization or advocate to glean information from.
    • The process used in setting the legislative agenda.
    • The strategies employed to influence the legislative development process.
    • Examples of application of the legislative process in formulating health policy.

Step Three: Post Interview Analysis

Use the pre-writing strategy to analyze what you learned in your interview. Address the following:

  • Describe the process the organization uses to determine its legislative agenda.
  • Analyze the strategies the organization employs to influence legislative development.
  • Analyze the methods used to engage stakeholders in the legislative agenda.
  • Evaluate the organization’s use of the legislative process in formulating health policy.
    • Note: Consult the literature to determine if there are better alternatives to achieve a more efficacious legislative process.

After you have organized your thoughts on paper, proceed to the final step.

Step Four: Final Report

In your final report, provide a brief overview of the legislative process required for your health care issue to become policy, the type of legislator (senator or representative) who is most likely to support your issue, the committee of the appropriate legislative body (United States House of Representatives or the Senate) that will address your proposed policy, and a discussion of the estimated timeline.

Use information from your interview to complete this assessment. For your final report, include the following sections:

  • A brief overview of your selected health care policy issue.
  • The list of potential interview subjects and a rationale for how you selected your interviewee.
  • The name of the person you interviewed, his or her professional position, and the special interest group for which he or she is being interviewed.
    • If interviewing a legislator or designee, identify the electoral district represented.
  • Questions and responses.
  • Summary of your analysis of the interview.
  • A synthesis of best-practice strategies the organization could use to achieve sustained support of the proposed legislative agenda.
