The Modern Presidency

Leading Constitutional theorists, such as John Rohr, would argue that the Framers of the Constitution of the United States wanted to ensure that presidential power would be properly checked by the other two powers but particularly the legislative. As per Article I, Section 8, of the Constitution, which specifically provides that “… Congress shall provide for the common Defense and general Welfare of the United States … and have the power to make all laws necessary and proper for carrying into execution, not only its own Powers but also all other Powers vested by the Constitution in the Government of the United States, or in any Department or Officer thereof” (U.S. Constitution, 1791). However, in more recent times, United States’ presidents, particularly George W. Bush and Barack Obama, have been accused of overstepping their executive authority.

For this, consider the last two or three administrations. Has the power of the President extended so far that it has tipped the scales in favor of executive powers, relative to legislative or judicial power? Is this a phenomenological consequence of a post-9/11 world? Or have the expectations of the President as commander in chief of the world’s most powerful nation changed since Youngstown Sheet & Tube v. Sawyer?

Post examples of contemporary administrations allegedly overstepping executive authority, and explain how. Explain one domestic implication and one international implication of this overreach of executive authority. Also, explain how other branches act to restrain executive overreach.

Data analysis

The goal of this paper is to apply the principles of data collection to a problem or opportunity for improvement in your workplace (your immersion project topic). This requires computer skills with Excel Software and knowledge of structural, process and outcome measures.

Guidelines

  • In Excel, create a spreadsheet that you would use to collect data related to your topic. Include mock data and create a graph using this data. Ensure that your graph includes a title and clear labels.
  • As a Word document explain how the data is relevant to your topic, the type of measures (structural, process or outcome) and how would this data be collected. Lastly, offer your interpretation of the mock data. Be sure to copy and paste your data table and graph into the Word document with your analysis.
    • APA Format with a title page. Maximum 2 pages in length (excluding title page).

Concept Application Paper (CAP):

This assignment is intended to help you apply the concepts discussed in this class. It is an effort to go beyond the mere definitions and technical terms and identify how the ideas discussed have practical application. For this paper, you are take 1-2 specific concepts and explain how these concepts apply in the workplace. You may choose a general workplace or a specific organization. However, your description must be clear as to how the concepts chosen apply and the effect such concepts will have in that workplace. The paper should be no more than 2 pages with a brief (2-3 sentences) introduction of the organization followed by 1-2 specific concepts and their application supported by 3 journal article sources (articles not provided by me). This assignment is intended to help you bridge the gap between science and practitioner, so you may appropriately determine how best to incorporate the concepts into practical application. The papers must be written in accordance to APA writing standards. This assignment will include a title page, no more than 2 pages of content, and the reference list; all written in Times Roman 12 point font, and be double spaced with 1” margins. The paper is deliberately limited to 2 pages to facilitate students’ abilities to communicate complex ideas concisely and accurately. Going over the 2-page limit of content will result in an immediate deduction of 15 points.

Hello Dr. O’Neal, and Classmates,

The objectives of a budget, along with the budgetary
approaches would be the first thing that I would examine. Performance
evaluation within the six schools will ensure accountability (Financial
reporting ). However there are about six budgetary approaches that can
be utilize. This examination will find it is necessary to identify
success, failure, benefits and costs, along with priorities. This
examination will include its effectiveness in obtaining the budget
stated goals and objectives (NCES, 2004).

After that examination there are a few things that I
would cut form the budget is the expenditures, or at least try to reduce
it. “ the first cuts are decremental, which will focus on small
elements that may be relatively easy for the organization to absorb in
the short- run “(Chen, Weikart, & Williams,2015.pg.148 ). This will
entail cuts to non-personnel services. Another decremental cut is
getting rid of all vacant positions in which a 2% or 5% dollar cut to
the school’s budget would be very effective (Chen, Weikart, Williams,
2015 ). These decremental cuts to the school’s budget is utilized first
in order to maintain programs that will enhance a student’s education.
According to our textbook for larger budget cuts, retrenchment will take
place. Retrenchment is best utilized when it is strategic rather than
incremental (Chen, Weikart, &Williams,2015 ).

However there are alternatives that the
superintendent and /or board have choice. These alternatives should be
the most cost-efficient programs along with Net Present Value(NPV) of
social benefits. The first recommendation is to consider capital
projects. Which will have long-term impacts on the financial health of
the students in these six schools (Chen, Weikart, &
Williams,2015,pg.176 ). Another alternatives is to find ways to
incorporate all the stakeholders that are connected to these six
schools. In so doing between the stakeholders and the communities of
these six school should enlist whatever means to raise revenues for
these school.

Self-Reflection

As you learned in week 3, your work is not done after your interview. To help you remain competitive, you have to assume that everyone else that interviews for the position did well. At a minimum, you should plan on completing 6 steps after an interview:

1. Ask the interviewer about next steps and plan to follow up.

2. Thank the interviewer and express your interest in the position. (Thank you note)

3. Prepare for possible 2nd interviews: be prepared to meet and interview with other people in the organization, do your research on who else you might meet with and plan on highlighting your accomplishments, background, education, and experience.

4. Consider your salary and benefits expectations. Salary negotiation is an advanced career development skill.
