True racial profiling, in which people are targeted solely because of race or ethnicity, is both illegal and immoral. It ruins the public trust and reduces the effectiveness of law enforcement. The word “racial” in itself is partiality, showing favoritism. It is one sided, it is a lack of justice. When you racial profile it is a category that a person may or may not fit. On the other hand when you seek to use a physical description is the unverified belief that all people who you see as part of a group are the same in a negative way.

When police officers acknowledge that there is a place for race and ethnicity in police work. Officers are trained to use all the data available to them in apprehending criminals. Schmalleger (2017) states, “Police agencies in the United States function to enforce the statures created in lawmaking bodies, and differing types of legislative authority are reflected in the diversity of police forces in our country today. Consequently, American policing presents a complex picture that is structured along federal, state, and local lines” (p.160). Racial profiling based on religion, ethnicity, and national origin continues to cripple our nation despite the constitutional laws or equal treatment.

Discussion: Terrorism as an International Crime

The International Criminal Court (ICC) was established in 2002. According to its mandate, the ICC has jurisdiction over some of the most serious crimes under international law, including war crimes, crimes against humanity, and genocide. During the negotiations for its creation, it was considered whether the court would have jurisdiction over terrorism. However, failure to come to an agreement on the definition of terrorism prevented its inclusion in the court’s scope of jurisdiction.

While terrorism is not specifically included under the ICC’s mandate, some have argued that some terrorist acts may fall within one of the crimes already listed under the ICC’s jurisdiction, namely crimes against humanity. If a major terrorist act has been committed as “part of widespread or systematic attack directed against a civilian population” then it could be viewed as an act against humanity and fall under the jurisdiction of the ICC. Some argue that the acts of 9/11 would fall under that definition, allowing the ICC to take jurisdiction over the perpetrators.
