-“Learning and transfer of learning” for learning and transfer of training to occur, training to occur, training programs needs to include meaningful material, clear objectives, opportunities for practice and feedback, learner interaction, and a supportive work environment (Noe, 2013).

-There are also issues or obstacles which inhibit or interfere with the transfer as well. The first issue that can hinder transfer of learning is inadequate work conditions. Noe (p.193) (as cited by Marx, 1986) lists time pressures, inadequate equipment, few opportunities to use skills, and inadequate budgets as obstacles. The second issue that can hinder transfer of learning is the belief of participants that either the learning cannot be applied or the training will not be valuable, if there is no worth in the training received or knowledge gained, then it can seem useless to retain to many people. Last, the third issue that can hinder transfer of learning is lack of management, supervisor, and peer support at the workplace.
