The Role of Human Resource Management in Government and Non-profit Organizations

Traditionally, human resource management embodies the formal structures, policies, and procedures an organization uses to manage its most valuable and promising asset, human capital. However, external factors, such as uncertain economic times, and internal considerations, such as shifting employee values, have transformed organizational culture and resulted in a changing role for human resource management.

For this Discussion, review this week’s Resources. Review Chapter 1 of Human Resources Management for Public and Nonprofit Organizations. Focus on the challenges and changes in the public and non-profit workforce sectors. Review the “History and Overview” segment from the course media. Focus on the changes occurring in human resource management. Consider how these challenges and changes could impact human resource management in organizations. Identify a government or non-profit organization and consider the function of human resource management within this organization.

With these thoughts in mind:

Post by Day 4 a brief description of a government or non-profit organization with which you are familiar. Explain the roles of Human Resource Management within this organization. Then, explain how workforce challenges and changes (i.e., economic, social, and/or technological) have impacted the operation of human resources in the selected organization. Provide specific examples to illustrate your explanation.

Be sure to support your postings and responses with specific references to the resources.

Summary and Analysis Essay

Writing Assignment W2A: Summary and Analysis Essay

  • In complete sentences and within organized, fluid paragraphs, your essay will both summarize and analyze the assigned article (“Cultural and Racial Stereotypes on the Midway,” by Josh Cole). Your essay will include a title, a brief introduction, and a conclusion. The article is available on Blackboard.

Summary: Your first paragraph should contain both a brief introduction to the article as well as your summary of the article. Your summary should immediately follow your introduction; in other words, your first paragraph, if standing alone, would essentially be an annotation of the article.

Analysis: The next 2-3 paragraphs of your essay should be an analysis of that article. Analysis happens when you break a text, object, or system down into its constituent parts and examine how those parts work together. Your task, then, is not to describe how well the article conveys its main point (that would be evaluation), nor to come up with a new way of looking at the issue the article addresses (that would be synthesis). Your task is to carefully explore how the article addresses its particular issue and illuminate various aspects of that article for your reader. What decisions does the author make? How is the article organized? Does it use examples? Subheadings? To what effect? Think of our exploration of “The Red Wheelbarrow”: when we were describing the poem, we were merely identifying its key features. But when we decide to analyze the poem, we began looking at how those features of the poem work together to create its general effect. When you closely analyze the article, you should be reading it so closely that you’re able to point out things that a casual reader of the article might have missed.

POINTERS:

  • Perform all the necessary steps.During your “prewriting” or “invention” stage of drafting, be sure you step back and allow yourself to describe the article to yourself before you attempt to analyze it. Composing a reverse outline will help you to get a mental “snapshot” of the article and digest both its content and its organization before you begin writing your formal essay.
  • Don’t hold yourself responsible for every minute aspect of the article. You are summarizing and analyzing this article; your analysis is not expected to account for every single word or sentence. Your analysis should support a general interpretation of the article that attempts to be objective and fair; only analysis of material that illustrates your general “take” on the article should appear in your final analysis.
  • Be both general and specific. When summarizing, one naturally must be general. But when analyzing, one must summarize, paraphrase, and quote specific moments from the article.

Alternatives to Incarceration

M2 Discussion: Training

You are the corrections commissioner in the State of Euphoria. The Office of Probation, Parole and Correctional Alternatives has just been merged into your department. The office has never had any qualifications or required training for the community supervision officers that it hires. You suspect that political patronage has traditionally been the key to getting these jobs. What should be the qualifications for such jobs, keeping in mind what you have learned about the kinds of programs they might be working with? What should you, as the corrections commissioner, do to encourage the recruitment of quality officers? Should community supervision officers get the same training as your corrections officers? Should probation, parole and community treatment officers all get the same training? Keeping in mind the roles that they play and the kinds of functions they serve, what should their training include? What should they know about civil and criminal liability? What can be done to make these jobs appeal to qualified individuals and to ensure that they perform their jobs effectively and ethically and avoid burnout and frequent turnover?

Address some of these questions in an initial post of at least 250-350 words.

Undocumented College Students, Taxation, and Financial Aid: A technical Note COLLAPSE In Plyler v Doe Supreme court decision

Undocumented College Students, Taxation, and Financial Aid: A technical Note

COLLAPSE

In Plyler v Doe Supreme court decision holding that states cannot constitutionally deny students a free public education because of their immigration status. The Court found that any resources which might be saved from excluding undocumented children from public schools far outweighed the harm imposed on society at large by denying them an education.

Do you believe this 1982 Supreme court legal precedence (Plyler v. Doe) should be extended to undocumented students who graduated from high school and intend to attend college to pay in-state tuition? Please justify your response either for or against the idea. What do you think about the equal protection clause?

Prewriting and Outlining for the Narrative Essay

This week, you will be preparing for next week’s essay: the narrative. Take a moment and review the directions for the Week 3 narrative essay. Once you have a topic you want to write your narrative about, you will complete this two part assignment: prewriting and outlining.

Part I

The first part of this assignment will help you “flesh out” your topic. Take 10-15 minutes to free write about your topic. Chapters 4 and 5 in your textbook can help you decide what kind of free writing you want to do, but don’t feel restricted by one genre. Write down everything that pertains to your topic, including questions your readers might have. Don’t worry about grammar or sentence structure; this is a brainstorming activity.

Part II

Next, create an outline as a preliminary structure for the narrative essay. Use several of the outlining rules on pp. 111-115 of The Writer’s Way, but be sure to include the following:

Outline in three to five parts only (rule no. 1)

Don’t describe; summarize (no. 5)

Outline whole sentences only (no. 8)

You may use as many of the other rules as you feel necessary. The goal is to present a structure for how your final essay may look. As such, an outline is not a series of paragraphs or a rough draft.

Please submit your responses to both prompts in a single document.

Discussion Forum:Using the Internet

Discussion Forum: Using the Internet: Making the Most of the Web’s Resources

Net neutrality (also known as open Internet) is a concept to provide an equal and a level playing field to create and provide new content and services. The intent of net neutrality is to enable innovation on the Internet without seeking the permission from gatekeepers of broadband providers such as Comcast and Verizon. Recently, Federal Communications Commission (FCC) approved net neutrality new rules designed to make sure Internet service providers treat all legal content equally. What is your position on net neutrality? What is the implication of government involvement and regulation of the Internet that no one owns? How do you understand the concept of broadband and what is the future implication of the Internet usage? Comment on two of your classmates’ post.
